SINA Comments on Changes to China Mobile Policies Affecting Service Providers

¡¡¡¡Shanghai, China-- (PR Newswire)¡ªJuly 7, 2006¡ªSINA Corporation (Nasdaq: SINA), a leading online media company and mobile value-added service (MVAS) provider for China and for the global Chinese communities, today announced that it has received notice on policy changes from China Mobile Communication Corporation (CMCC), one of the Company¡¯s mobile operators, affecting mobile service providers including SINA.

¡¡¡¡In accordance with policy directives from China¡¯s Ministry of Information Industry (¡°MII¡±), CMCC¡¯s policy changes are intended to address a number of issues, including reduce subscriber complaints, increase customer satisfaction and promote healthy development of the MVAS industry in China. Key changes in CMCC¡¯s policies include:

¡¡¡¡¡¤Extension of trial period and double reminders on new MVAS subscriptions¨C New monthly subscribers of MVAS from CMCC will receive a free-trial period of one month and two subscription reminders: the first at the time of service registration and the second at the end of the free-trial period. New MVAS subscribed on or before the 20th of the month will be free of charge in the initial month. New MVAS subscribed after the 20th of the month will be free of charge in the initial month and the following month. These new changes are expected to take effect on July 10, 2006. Currently, CMCC sends one reminder at the time of service registration and the free-trial period for monthly subscription of MVAS is three to eleven days.

¡¡¡¡¡¤Reminders to existing monthly subscribers ¨C CMCC, through its provincial subsidiaries, will be sending out SMS reminders to existing monthly subscribers of short messaging services (SMS), multimedia messaging services (MMS) and wireless application protocol (WAP) to inform them of their MVAS subscription and fee information in the August to September 2006 timeframe. Certain provincial subsidiaries, such as Guangdong Mobile, one of CMCC¡¯s largest provincial subsidiaries, have begun to discontinue charging MVAS users monthly subscription fees unless the users reply to the SMS reminders and reconfirm their subscription. Other provincial subsidiaries are expected to announce additional measures of their own.

¡¡¡¡In addition, it is expected that CMCC¡¯s provincial subsidiaries will begin canceling existing WAP subscriptions that have been inactive for the prior four months and existing SMS subscriptions of users who have not successfully received more than three SMS messages during the month. Other Chinese mobile operators also may announce measures in response to the MII campaign.

¡¡¡¡These policy changes from CMCC will reduce the Company¡¯s ability to acquire new monthly MVAS subscribers and increase churn of the Company¡¯s existing monthly MVAS subscribers. Although the Company has not completed its assessment of CMCC¡¯s policy changes, the Company believes these policy changes will, nevertheless, have a significant, negative impact on its MVAS revenues going forward. For the first quarter of 2006, 49% of the Company¡¯s revenues were from the MVAS business, approximately 73% of which related to monthly subscription from CMCC.
